Scaled Content: Where The Line Actually Is
“Scaled content abuse” is the policy name, and the phrase misleads people in both directions. Some teams conclude that any templated page is forbidden. Others conclude that as long as a human clicked publish, they are fine.
Neither is the test. The spam policies describe generating many pages whose primary purpose is manipulating search rankings rather than helping users. Three conditions, and the interesting one is the middle.
The Line Is Whether The Page Has Something To Say
A programmatic page built from a real dataset can be excellent. “Flights from Manchester to Lisbon” generated from live schedule data is a genuinely useful page that could not be hand-written at scale. Nobody sensible calls that spam.
A programmatic page built from a keyword list and a template with no data behind it is a different object. “Best CRM for dentists in Leeds” produced by substituting two variables into a paragraph nobody wrote about a topic nobody researched is spam whether a model or a mail merge produced it.
The dividing question: is there information on this page that exists independently of the template? If the only difference between page 1 and page 400 is the variable substitution, there is no information, there are 400 copies of one page wearing different hats.
Four Tests Before You Generate Anything
1. Is there a real dataset? Prices, schedules, specifications, availability, measurements you took. Not “a list of cities”.
2. Would a person searching this query be served? Say the query out loud. If nobody would type it, generating a page for it is optimising against a keyword tool rather than a person.
3. Does each page differ in substance? Not just in tokens. If you removed the variable names, could you tell two pages apart?
4. Would you be comfortable if the page were the only result? This is the sharpest of the four, because it strips away the “well, everything else is bad too” defence.
Fail any of these and the volume is the problem, not the fix.
The Category That Catches Careful Teams
Site reputation abuse is named separately and catches organisations that never thought of themselves as spammers: publishing third-party content on your domain mainly because your domain ranks, rather than because the content belongs there. Sponsored directories bolted onto a news site, coupon sections licensed from a partner, guest-post programmes that are effectively rented subfolders.
The intent test is the same. If the content is there because of your ranking signals rather than because your readers wanted it, the policy applies regardless of how carefully it was written.
Writing At Scale Without Producing Slop
There is a legitimate version of high-volume publishing, and it looks like documentation rather than marketing. The pattern: a real data source, a template that presents it clearly, and a genuine unique paragraph per page written or reviewed by someone who knows the domain.

Qwen3 1.7B at Q4_K_M: 1.1 GB on disk, about 1.7 GB resident, Apache 2.0. On the ThinkPad T14 Gen 3 we tested, it produced 18 tokens per second on CPU with no GPU offload. Good enough for email rewriting, noticeably weak on anything requiring the model to hold a long document in mind.
The second could sit on a generated page for every model in a catalogue, because the varying part is data somebody measured. The first varies by city name and contains no information about any city.
A Wrivio Context for reviewing template output could say:
Rewrite this to remove every sentence that would remain true if the subject were replaced with a different one. Delete introductions that announce what the page covers. Keep every figure, model name, license, and measurement exactly as written. Do not add specifications, benchmarks, or claims that are not in the original.
Press Ctrl+Shift+Space, paste a generated page, and see how much survives. If the answer is two sentences, that is the actual content of the page and the rest was scaffolding.
What To Do With The Archive You Already Have
If you ran a programmatic programme in 2023 or 2024 and it is still live, the exposure is real and it compounds. The response is not a panic deletion. It is the ordinary audit process in content pruning: what to delete and what to keep, applied faster than usual, with the pages that have never received an impression going first.
Do it in batches, keep the redirects tidy, and expect impressions to fall before anything improves. And read what Google’s AI content policy actually bans before deciding how urgent it is, because the answer depends heavily on whether the pages were built on data or on a word list.
Common Questions
Are programmatic SEO pages against Google’s rules?
Not inherently. Pages generated from a real dataset that answer a query a person would actually type are fine. Pages generated from a keyword list with no underlying data fall under scaled content abuse.
How many pages counts as “many”?
Google does not publish a number, and the count is not the test on its own. A hundred substanceless pages is a problem and ten thousand data-backed pages may not be.
Does having a human review each page make it safe?
Only if the review adds information. A proofread of an empty page produces a proofread empty page, and the policy is about purpose rather than process.
What is site reputation abuse?
Publishing third-party content on your domain primarily to benefit from your domain’s existing ranking signals. It is named as a separate violation and applies even when the content itself is competently written.
